Job Description

The purpose of the market is to exploit the UV.(Energy Valorization Unit) of the Green Star in Saint-Ouen-sur-Seine, and the related common areas.It is a service market.It does not include the operation of the TCPOM (Terminal Pneumatic Collection of Household Garden) or the third -party building located on rue Ardoin.These services will be the subject of separate markets.It mainly relates to the following services: – Reception of household waste in collection dump or grouther;- Equipment and energy recovery (steam and electricity);- Site monitoring including third -party buildings under the conditions set by the CCTP;- Current maintenance of UVE equipment and ancillary common areas with third parties of the site (TCPOM and third -party building);- building maintenance of the entire site including large scheduled interventions;- Large interview and renewal of UVE equipment and ancillary common areas with third parties of the center;- Mastery of the environmental impact of the equipment operated;- Support for syctom for monitoring the urban integration project.The contract holder will be the SEMOP, a public-private shareholding company dedicated to the execution of the contract which will be formed for this purpose, according to the provisions of article L1541-1 of the General Code of Local Authorities.The consultation aims to select an economic operator who will be the main shareholder of the SEMOP and who will bring his know-how for the conduct of services.

Le marché a pour objet l’exploitation de l’U.V.E. (unité de valorisation énergétique) de l’Etoile Verte à Saint-Ouen-sur-Seine, et des parties communes annexes. Il s’agit d’un marché de services. Il ne comprend pas l’exploitation du TCPOM (Terminal de Collecte Pneumatique des Ordures Ménagères) ni du bâtiment tiers situé rue Ardoin. Ces prestations feront l’objet de marchés séparés. Il porte principalement sur les prestations suivantes : – Réception des ordures ménagères en benne de collecte ou gros-porteurs ; – Conduite des équipements et valorisation énergétique (vapeur et électricité) ; – Surveillance du site incluant les bâtiments tiers dans les conditions fixées par le CCTP ; – Maintenance courante des équipements de l’UVE et des parties communes annexes avec les tiers du site (TCPOM et bâtiment tiers) ; – La maintenance bâtimentaire de l’ensemble du site y compris les Grosses Interventions Programmées ; – Gros entretien et renouvellement des équipements de l’UVE et des parties communes annexes avec les tiers du centre ; – Maîtrise de l’impact environnemental des équipements exploités ; – Accompagnement du Syctom pour le suivi du projet d’intégration urbaine. Le Titulaire du contrat sera la SemOp, société à actionnariat public-privé dédiée à l’exécution du contrat qui sera constitué à cet effet, suivant les dispositions de l’article L1541-1 du Code Général des Collectivités Territoriales. La consultation vise à sélectionner un opérateur économique qui sera le principal actionnaire de la SemOp et qui apportera son savoir-faire pour la conduite des prestations.
