Notice Description

The main objective of this public procurement is to ensure the maintenance of the system with respect to the data on the implementation and management of the Swiss-Bulgarian Cooperation Program.The contractor should provide adequate and purposeful software support and timely updating of all working circles of the system for a period of 15 months after the conclusion of the contract.The service is provided on a subscription basis.The contracting authority will pay a subscription fee to the contractor for a period of three months, the latter is obliged to carry out the entire scope of the specified, in Section II of the technical specification, activities for the term the contract.The service includes maintaining and updating the application that provides changes in applied software that cannot be carried out with the means of systemic and applied administration of the system.The contractor should provide adequate and purposeful software support, timely response and troubleshooting and restoration of the system to its working status – in 24/7/365 mode

„Осигуряване на поддръжка на Информационната система за управление и наблюдение на Швейцарско-българската програма за сътрудничество (ШБПС)“

Основната цел на настоящата обществена поръчка е осигуряване поддръжка на системата по отношение на данните за изпълнението и управлението на Швейцарско-българската програма за сътрудничество. Изпълнителят следва да осигури адекватна и целенасочена софтуерна поддръжка и своевременна актуализация на всички работни среди на системата за срок от 15 месеца след сключване на договора. Услугата се предоставя на абонаментен принцип. Възложителят ще заплаща абонаментна такса на Изпълнителя на период от три месеца, като последният се задължава да извършва целия обхват на посочените, в раздел ІІ от Техническата спецификация, дейности за срока договора. Услугата включва поддържане и актуализиране на приложението, осигуряващо промени в приложния софтуер, които не могат да бъдат извършени със средствата на системното и приложното администриране на системата. Изпълнителят следва да осигури адекватна и целенасочена софтуерна поддръжка, своевременна реакция и отстраняване на възникнали проблеми и възстановяване на системата до работното й състояние – в режим 24/7/365

    Participants must apply a quality management system corresponding to BDS EN ISO 9001: 2015 or equivalent, with the scope of development and/or implementation and/or maintenance of information systems.
    The requirement made shall be evidenced by documents under Art.64, para.1, item 10 of the Public Procurement Law – a certified copy of a valid certificate issued by accredited quality control persons certifying compliance with the respective standard.
    Participants should have a team with a certain professional competence for the execution of the order, including:
    1. Team leader 1.1.Qualification: to have a project management certificate (PRINCE2 Foundation or PMI PMP or equivalent);1.2.Attempt: To have experience as a manager of at least two successfully completed the project in the field of information technology, including the development and/or implementation and/or maintenance of a web-based information system
    2. Business analyst 2.1.Qualification: to have a valid business analysis certificate (IIBA CBAP or PMI/IPMA PBA or equivalent);2.2.To have experience in the analysis of business processes for a minimum of two successfully completed the project, including the development and/or implementation and/or maintenance of a web-based information system with a database management system (SUSA)
    3. Programming expert 1 3.1 Qualification: to have a qualification with an acquired certificate after a passed exam in the Microsoft Training System or equivalent to .NET programming;3.2.To have experience in software programming of at least two successfully completed the project, including the development and/or implementation and/or support of a web-based information system developed on the .NET Framework) with Microsoft SQL Server SUB.
    4. Programming expert 2 4.1 Qualification: to have a qualification with an acquired certificate after a passed exam in the Microsoft Training System or equivalent in the field of construction and management of databases working on the Microsoft SQL Server platform;4.2 Attempt: To have experience in software programming of at least two successfully completed the projects, including the development and/or implementation and/or maintenance of a web-based information system developed on .NET Framework) with Microsoft SQL ServerS
    5. Data Data Expert 5.1 Qualification: To have a qualification with an acquired certificate after a passed exam on the Microsoft Training System or equivalent in the field of database construction and management operating on the Microsoft SQL Server platform;5.2 Attempt: To have experience in software programming of at least two successfully completed the projects, including the development and/or implementation and/or maintenance of a web-based information system developed on .NET Framework) with Microsoft SQL ServerS
    The requirement made shall be evidenced by documents under Art.64, para.1, item 6 of the Public Procurement Law – a list of staff to fulfill the order and/or of the members of the management, which will be responsible for the execution, as well as documents proving the professional competence of the persons.
    IMPORTANT: A person cannot be proposed in a participant’s offer for more than one position.
