The Rauma City Government has decided (decision 332 Section 21.8.2023) to convert the Kaaro School Property, which is currently produced by oil -produced thermal energy production.The city’s technical industry (later the subscriber) is the practical implementation of the change process.Based on the decision of the city’s government, the client requests an offer to supply thermal energy to that Kaaro school property in the so -called.Based on a heat steamer model, where the thermal energy supplier is comprehensively responsible for the investment of the equipment and the production of heat.The bidder (later the tenderer) may, if he or she wishes, freely expand its customer base by providing area heat to other real estate in the area.More detailed sections related to heat supply, dimensioning, technology, pricing, etc. are indicated by the draft heat supply agreement attached to the invitation to tender.If, on the basis of the bids received, the subscriber considers the heat steward model to be a economically better solution than the heating alternative to the subscriber’s own implementation, after comparing the heat supply bids, will be drawn up with a heat supply agreement with selected tenderer.The agreement shall be drawn up for 15 years.It will then continue to be the same for 5 years at a time, unless the other party is terminated at least 12 months before the end of the contract period.

Rauman Kaaron koulukiinteistöjen lämpöenergian toimitus

Rauman kaupunginhallitus on päättänyt (päätös 332 § 21.8.2023) Kaaron koulukiinteistön nykyisellään öljyllä tuotettavan lämpöenergian tuotantotavan muuttamisesta hakkeella toimivaksi. Kaupungin Tekninen toimiala (myöhemmin tilaaja) on muutosprosessin käytännön toteutuksesta vastaava taho. Kaupungin hallituksen päätökseen perustuen tilaaja pyytää tarjousta lämpöenergian toimittamisesta kyseiselle Kaaron koulukiinteistölle ns. lämpöyrittäjämalliin perustuen, jossa lämpöenergian toimittaja vastaa kokonaisvaltaisesti laiteinvestoinnista ja lämmön tuotannosta. Tarjouksen tekijä (myöhemmin tarjoaja) voi halutessaan vapaasti laajentaa asiakaspohjaansa tarjoamalla aluelämpöä myös muille alueen kiinteistöille. Lämmöntoimitukseen, mitoitukseen, tekniikkaan, hinnantarkistukseen ym. liittyvät tarkemmat osiot ilmenevät tarjouspyynnön liitteenä olevasta lämmöntoimitussopimus luonnoksesta. Mikäli tilaaja katsoo saatujen tarjousten perusteella lämpöyrittäjämallin kokonaistaloudellisesti paremmaksi ratkaisuksi kuin tilaajan omana toteutuksena hankittavan lämmitys vaihtoehdon, laaditaan saatujen lämmöntoimitustarjousten pohjalta tehdyn vertailun jälkeen parhaaksi vaihtoehdoksi valitun tarjoajan kanssa lämmöntoimitussopimus. Sopimus laaditaan 15 vuodeksi. Tämän jälkeen se jatkuu samansisältöisenä 5 vuotta kerrallaan, ellei toinen osapuoli irtisano sopimusta viimeistään 12 kuukautta ennen kulloisenkin sopimusjakson päättymistä.
